发布时间：2017-11-21 21:26:05命令(或令,下同)是国家行政机关及其领导人发布的带有强制性、领导性、指挥性要求的公文文种。主要用于发布重要的行政法规和规章,采取重大的强制性的行政措施,任免、奖惩有关人员,撤销下级机关不适当的决定等。从性质和内容上划分,命令大体可分为:①发布性命令。是国家权力机关、行政机关和国家领导人发布法律、法规或重大行政措施的指令性公文。发布性命令一般由发布性命令正文和发布性命令附件组成。附件为所发布的法律、法规或重大行政措施。②行政令(指挥令)。主要用于国家行政机关及领导人颁布行政规章或重大行政措施。发布行政令的国家机关及其领导人必须是宪法和法律赋予其职权的特殊的法定作者。除此之外,负有特殊使命的机构,经政府授权,也可适用此文种。③任免令。主要是用于任命或免去(撤销)机关、单位、组织有关人员职务的公文。④嘉奖令。是国家行政机关嘉奖作出突出贡献的机关领导、人员的公文。泸州市人民政府令文第31号《泸州市计量计费监督管理办法》已经1997年1月27日市人民政府第54次常务会议通过,现予发布施行。市长 唐宁一九九七年二月四日《泸州市计量计费监督管理办法》第一条 为加强计量管理,确保计量计费准确,维护消费者、用户合法权益,根据《中华人民共和国计量法》和有关法律、法规,结合我市实际,制定本办法。第二条 本办法所称计量器具,是指用于贸易结算的工作器具,主要包括:秤、尺、里程计价表、电子计时器、燃油加油机、流量计、电能表、水表、煤气表(天然气表)、定量容器、计量罐、计量罐车、食用油售油器。第二十五条 本办法授权市技术监督局负责解释。第二十六条 本办法自发布之日起施行。
