For I have sworn before you and Almighty God the same solemn oath our forebears prescribed nearly a century and three quarters ago.in your hands, my fellow citizens, more than in mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty. The graves of young Americans who answered the call to service surround the globe.Now the trumpet summons us again, not as a call to bear arms, though arms we need; not as a call to battle, though embattled we are; but a call to bear the burden of a long twilight struggle, year in and year out, rejoicing in hope; patient in tribulation , a struggle against the common enemies of man: tyranny, poverty, disease, and war itself.Can we forge against these enemies a grand and global alliance, North and South, East and West, that can assure a more fruitful life for all mankind? Will you join in that historic effort?In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility. I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it. And the glow from that fire can truly light the world.And so, my fellow Americans, ask not what your country can do for you, ask what you can do for your country.My fellow citizens of the world, ask not what America will do for you, but what together we can do for the freedom of man.Finally, whether you are citizens of America or citizens of the world, ask of us here the same high standards of strength and sacrifice which we ask of you. With a good conscience our only sure reward, with history the final judge of our deeds, let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth, God s work must truly be our own.
2018军队文职招考考试时政热点：修宪是对人民的一种承诺 体现与时俱进
实行宪法宣誓制度是党的十八届四中全会提出的重要举措，目的是为了教育和激励国家工作人员忠于宪法，维护宪法，尊崇宪法，维护宪法权威。2015年，全国人大常委会以立法形式做出了关于宪法宣誓的决定。两年多来，全国各级国家机构的工作人员，正式就职时都进行宪法宣誓，包括由人大选举和决定任命的国家工作人员，也包括一府两院，即政府、法院、检察院依法任命的工作人员。我们全国人大常委会，也正式实行了这项制度，正式实施是2016年1月1日。到目前为止，我们举行了12次45人次的宪法宣誓，还是非常庄严和有意义的。我本人去年就任了全国人大常委会法工委的主任，我经历了这样的时刻，感到非常受教育。这次人民代表大会，即十三届全国人大一次会议，就有这样一项议程，我刚才讲了，在全国人民代表大会上举行宪法宣誓还是第一次。这个制度党中央高度重视，全国人大常委会也出台了决定，各级国家机构都普遍实行。也包括刚才郑淑娜女士讲的监察委员会，因为监察委员会先前在地方进行试点，在试点过程中产生的监察委员会的领导人员和有关人员就职的时候也实行了宪法宣誓。这次在宪法的第27条中增加了一款，把这个制度确定下来，首先是一种加强和提升，同时，宪法宣誓制度肯定很密切的同宪法本身相联系，这个制度大家在这次会上会感受更清晰，从国家的最高领导人员、各级领导人员就职时都要依照法律规定进行宪法宣誓。不久前，全国人大常委会对先前的宪法宣誓的决定又作了修改，做了一次修订，为什么要修订呢?因为那个誓词很庄严，也很神圣，我宣誓，实际上是对国家、对人民的一种承诺，把誓词修改完善、与时俱进。党的十九大提出了新的奋斗目标。我前面讲了，很重要的，这次修宪也体现进去了，即把我们国家建设成为富强民主文明和谐美丽的社会主义现代化强国。这是每一个中国人，每一个中华儿女的梦想，我们为之奋斗了很长一段时间，走过了很长的路。我们今天离这个目标越来越近。习总书记讲，离中华民族伟大复兴的目标从来没有像现在这样接近。所以，宪法宣誓的誓词作了一下修改，也是要配合把宪法宣誓制度进一步加强和提升的这样一个需要。这次宪法修正案确立下来，我觉得会对宪法的贯彻实施，弘扬宪法精神，增强宪法意识，增强宪法自信，都会起到非常重要的作用。你想，各级国家工作人员，很多啊。所以有这项内容非常重要。谢谢。
