评价固定资产投资的方法，根据是否考虑货币的时间价值，可分为两大类：非折现法和折现法。其中，常用的非折现方法有：年平均报酬率（年平均收益率法）法、投资回收期法等等。

年平均报酬率法具有简单易懂、便于计算掌握等优点。但是，它的缺陷也是显而易见的：不考虑货币时间价值，极易导致决策失误。货币时间价值是客观存在的经济范畴，不同时间发生的一元钱是不等值的。年平均报酬率法无视货币时间的存在，将未来收益与初始投资或平均投资直接相比，非常容易导致错误的判断。而且指标高低的判断标准也不易选择。正因为此，年平均报酬率法通常不作为独立的、有效的投资决策方法，

,更多是的只是在事后的考核评价中使用。

静态投资回收期法是通过计算比较不考虑货币时间价值的情况下的投资回收期的长短比较投资方案好坏的方法。投资回收期亦称投资偿还期，是指从开始投资到收回全部初始投资所需要的时间，一般用年表示。由于初始投资的收回主要依赖营业现金净流量，因此，投资回收期的计算因营业现金净流量的发生方式而异。

静态投资回收法简单易懂，而且根据投资收回时间长短评价投资方案的优劣，有利于加速资本回收，减少投资风险。但是，静态投资回收期法也有严重的缺陷；

一是投资回收期的计算没有考虑时间价值，使该指标含有一定水分，更重要的是影响决策结论的正确性。

二是静态投资回收期法没有考虑投资方案整体效益的好坏，容易导致错误的抉择。

综上所述，非折现方法的共同特点是：只考虑现金流量，而不考虑货币时间价值。因此，在固定资产投资可行性评价中非折现法只能作为参考指标。
